Australia Enters a New Phase with "Vaccines for Wildlife"

After years of vigilance against the entry of highly pathogenic avian influenza H5N1, Australia has finally entered a new phase of its biosecurity policy.

 

The Australian government has announced plans to begin vaccinating native birds that are particularly vulnerable to H5N1.

In the initial phase, approximately AUD 2 million worth of vaccines, around 1,500 vials, have been prepared.

The initial targets are birds under human care in zoos and breeding facilities, where infection could severely impact the survival of the species.

This is not merely a "bird disease control" measure.

For Australia, with its unique ecosystems, the use of vaccines signifies a "preventive measure against extinction" to avoid losing endemic species to infectious diseases.

Agriculture Minister Julie Collins acknowledges that it is impossible to completely stop the spread of H5 avian influenza among wild birds.

Thus, the policy goal is shifting from "eliminating the virus from Australia" to "protecting irreplaceable species, assuming the spread of infection."

 


A Dramatic Change in Just Weeks Since First Confirmation in June

H5N1 was officially confirmed on the Australian mainland for the first time in June 2026.

Although infections had been confirmed on Heard Island, a sub-Antarctic Australian territory, the mainland had long been considered the "last continent" left behind by the global spread of H5N1.

That situation has dramatically changed.

The confirmed infections may only represent a portion of the actual spread.

More importantly, the virus has started to spread from migratory birds to native birds.

Once the virus is maintained within local wild bird populations, it becomes extremely difficult for humans to completely sever the transmission routes.


Why Are Australian Birds Particularly Important?

Australia is home to about 850 bird species, approximately 45% of which are endemic and do not naturally occur elsewhere in the world.

This means that mass deaths due to H5N1 could lead not just to a reduction in numbers but to the extinction of the species from the planet.

Particularly concerning are endangered species with already low population numbers.

Species like the Orange-bellied Parrot and Regent Honeyeater are difficult to rely solely on wild populations for future survival, and are managed through captive breeding and conservation facilities.

The rare black cockatoos of Western Australia are also of high conservation importance.

If such birds become infected with H5N1 in captivity, decades of breeding efforts could suffer a significant setback in a short period.

Conversely, birds that humans can identify and regularly check for health are easier to vaccinate than wild birds.

Therefore, the government will first begin vaccinations with important populations under human care.

The strategy is not to save all wild birds but to prioritize "birds whose population loss would make species recovery difficult."


Vaccines Are Not a Panacea

The most important point in this announcement is that "securing vaccines does not solve the problem."

Currently available avian influenza vaccines were primarily developed with poultry in mind.

However, Australia's native birds are highly diverse in size and physiology.

The same method may not work for small parrots, large black cockatoos, and seabirds.

In preparation for actual deployment, Australia has conducted safety and efficacy trials on multiple species over approximately 18 months.

Thus, vaccines are most practically effective for rare species that can be managed, isolated populations on islands, and birds managed in breeding facilities.


"Preserving Species" Rather Than "Protecting All Individuals"

Infections in various mammals, including marine mammals, have been reported overseas.

In Australia, there is particular concern for marine mammals like sea lions and seals, which share habitats with seabirds.
