The U.S. Trade Representative (USTR) initiated a Section 301 investigation on October 24th to assess the implementation of the "Phase One Agreement." The deadline for public comments is December 1st, with a hearing scheduled for December 16th. Amidst tensions over rare earth export controls, the aim is to rebuild the legal foundation for additional tariffs ahead of the Trump-Xi meeting on October 30th. On social media, opinions are divided between those who "welcome strict enforcement" and those who "worry about worsening prices and supply chains." There is a strong analysis that the purchase targets of the agreement for 2020-21 have not been met.
